Eastfield College -- Campus Police

The Eastfield College Police Department is charged with the personal safety of students, employees, and visitors. The Police Department is staffed by seventeen licensed and certified Texas peace officers, one dispatcher. The department is staffed 24 hours a day, seven days a week. Patrol of the campus is performed by foot, and automobile.

The Eastfield College police officers have full arrest and enforcement authority and possess all the powers and privileges and immunities accorded police officers in and by the state of Texas. Sworn personnel are empowered by applicable provisions of the Texas Code of Criminal Procedures, and Texas Education Code, and the rules and regulations promulgated by the Board of Trustees of the Dallas County Community College District.

The city of Mesquite Police Department and the Eastfield College Police Department maintain a concurrent jurisdiction agreement to provide the faculty, staff, students, and visitors with the best possible protection for those on campus. The safety of everyone on campus is our number one concern. If you should observe something that needs to be brought to our attention, we can be reached in the following manner:

When dialing from an on campus phone, dial 911.

Crime Reporting Emergency Procedures

The Eastfield College Police Department is responsible for reporting, investigating, and disseminating information on all incidents, injuries, and emergency situations to the appropriate college administrator or outside agency. All offenses occurring on campus should be reported and, upon notification, an officer will respond to investigate. All reported incidents will be handled in a timely and appropriate manner.

Every effort is made to keep the college community informed on a timely basis of campus crimes and crime-related incidents. Monthly statistics are posted and available at College Police Headquarters, Building C, Room 140.

Access

Buildings

Eastfield College has an "open" campus policy. Hours of operation may vary. Generally, the campus is open from 6:30 a.m. until 10:30 p.m.

Grounds

To reserve campus facilities such as soccer fields and the baseball diamond, you may contact the Athletics Department at 972-860-7642. Tennis courts, archery range, and putting-green access is limited due to classes having priority access.

* Soliciting on campus or posting of advertisements on vehicles is prohibited. Please report any violation to the college police as soon as possible.

Sale or Use of Dangerous Drugs on Campus

Eastfield College complies with all federal and state laws which prohibit the use, possession, and sale of illegal drugs. This includes the federal "Drug Free Schools and Communities Act," The college will not shield any student, employee, or visitor from action or prosecution by law enforcement authorities for drug violations.

Sale or Use of Alcoholic Beverages on Campus

Eastfield College complies with all federal and state laws as well as the rules and regulations promulgated by the Board of Trustees of the Dallas County Community College District. The college will neither condone nor shield from prosecution any individual found in violation of the Texas Alcoholic Beverage Code and/or policies of the DCCCD.

Drug and Alcohol Abuse Education Programs

Eastfield College conforms to the requirements of Section 1213 of the Higher Education Act of 1965, as amended, by annually distributing to students and employees written documentation regarding the availability of Drug and Alcohol Awareness Programs. In addition, the Eastfield College Health Center provides related programs, health fairs, and special events during the course of each semester to promote further awareness of these issues.

Weapons on Campus

No student, faculty, staff* member or visitor is allowed to carry a lethal weapon on Eastfield College campus. This includes storage or transportation of weapons in vehicles and possession of lethal weapons for purpose of classroom projects or demonstration.

*College Police Officers are exempt in accordance with laws of the state of Texas and DCCCD Policies.

Sexual Assault

Definitions

SEXUAL ASSAULT - generally defined as attempted or actual unwanted sexual activity (Sandler, 1993)

"FORCIBLE" and "NON FORCIBLE" SEX OFFENSES - forcible sex offenses are "any sexual act directed against another person, forcibly and/or against that person's will where the victim is incapable of giving consent, and includes forcible rape, forcible sodomy, sexual assault with an object, and forcible fondling." NON FORCIBLE sex offenses are acts of "unlawful, NON FORCIBLE sexual intercourse and includes incest and statutory rape." Depending on circumstances, rape could be in either category.

Procedures for Reporting Sexual Assault

In those instances where a sexual assault is alleged, the victim is strongly encouraged to report the incident. The college offices that are authorized to deal with sex crimes are the Eastfield College Police Department, Counseling Center, and the Health Center. By contacting these offices, the victim will be given specific information as to how to go about bringing formal charges against the accused. The procedures for an on-campus disciplinary action would be the same as those outlined in the Student Code of Conduct for any alleged violation. Students are hereby advised that they have the option of pursuing their allegations through either or both the Student Code of Conduct and/or the Criminal Justice system. Ultimately it is the student's option as to whether or not he/she wishes to pursue allegations through either or both authorities. In addition to criminal prosecution the college may pose sanctions on the violator under the Student Code of Conduct to protect the victim.

Counseling Services

Those students who have become victims of sex crimes are eligible for and encouraged to take advantage of the counseling services offered by the Counseling Center and Health Center located on campus. Referrals to other community support services will be made when appropriate.

Further Information

As one of nine educational facilities in the Dallas Community College District, Eastfield College has an enrollment of approximately 8,000 academic-credit students in the Fall, 7,800 in the Spring, and 5000 in Summer semesters.

The Eastfield College Police Department strongly encourages each person on campus to take note of the location of telephones, emergency call boxes, exits, and office locations so that immediate assistance may be obtained easily during emergencies. Please be familiar with the college and constantly be aware of your surroundings. Please keep books, backpacks, and other valuables safely in hand at all times. Call boxes in parking lots are marked with blue lights.
