Student Government Constitution
(Sept.  2006)

Article I – Name
Section I:  The name of the organization shall be the Eastfield College Student Government
Article II – Purpose
Section I: 

The purpose of the Eastfield College Student Government is to serve as the representative body for currently enrolled students of Eastfield  College.  
             
Student Government representatives take an active role in decision making processes and serve in a variety of leadership capacities. 

Student Government representatives work towards the mission of Eastfield College.

Article III – Membership
Section I:

Eastfield College Student Government representatives are either elected or selected by qualified applications as specified:

  • Completion of an official application packet
  • Presentation of an official college (or school) transcript from the last attended academic institution.  A minimum GPA of 2.5 is required.
  • Presentation of a current class paid fee receipt.  A minimum of 6.0 credit hours per semester is required.  All students must be currently enrolled Eastfield College students.
  • Presentation of an official nomination form from a current Eastfield faculty member or faculty member from another educational institution.
Section II:

Sixteen representatives serve on the Student Government for the period of one academic year.

                   
Section III:

Qualified applicants (see Section I) will be elected by the student body each fall semester.  EXCEPTION:  If 16 or fewer qualified applicants apply, then those applicants will automatically serve as the representatives of Student Government.  No election will occur if there are 16 or less qualified applicants.

Section IV.

All Student Government representatives must be currently enrolled in  credit classes at Eastfield College, and must be in good standing.

Section V.

Student Government representatives may serve no more than two consecutive years, and no more than three years in total.

Article IV – Officer Elections
Section I: Officers shall be elected each fall by the Student Government membership.
Section II: Officers shall consist of president, vice-president, secretary, and communications officer.
Section III: Nominations for officers are to be made by the Student Government Membership.  All nominees must agree to serve for the entire year.
Section IV: Student Government members may run for only one officer position.
Section V: Student Government members who are running for an officer position must announce his/her intention at least one week prior to the election.
Article V – Officers
Section I:  Officers serve for one full academic year.
Section II: President
It shall be the duty of the president to chair all meetings.  The president serves as the primary leader and maintains order, insures fairness, and is neutral on positions.  The president does not vote unless it is for the purpose of breaking a tied vote.
Section III: Vice-President
It shall be the duty of the vice-president to assume the duties of the president when the president is absent.  The vice-president also works with all committee chairs in order to insure that work is progressing as needed.
Section IV: Secretary
It shall be the duty of the secretary to record the official minutes of each meeting and to sumit copies to the Student Government, student body, and director of SPAR.  All minutes shall be completed within one week of each official meeting.
Section V: Communications Officer
It shall be the duty of the communications officer to update and maintain the Student Government web site, maintain the Student government bulletin board, and communicate special information to the college campus community as needed.
Section VI: All officers shall serve as the “Executive Committee”, and meet monthly in order to plan and coordinate work and follow up on committees.
Article VI – Meetings
Section I: Regularly scheduled meetings shall be held on the 1st Friday of the month at 12:30pm.  Location will be announced prior to each meeting.   Regularly scheduled meetings are open to the student body. Regular meetings occur during the fall and spring semesters only.
Section II: Funding meetings shall be held three times per semester;
Fall:  October, November, December
Spring:  February, March, April
Funding meetings shall be the 3rd Friday of these months, at 12:30pm.   Funding meetings are closed to the student body, and open only to those clubs seeking special funding.
Section III: Supplementary meetings can be called by the Student Government President for specified purposes.  Supplementary meetings require a quorum in order to hold official business.
Section IV: All meetings and business conducted by Student Government shall follow the current publication of “Roberts Rules of Order”.
Section V: Voting by proxy is not allowed at any meeting.
Article V – College Relationships
Section I: The director of Student Programs and Resources for Eastfield College shall serve as the administrative liaison to the Student Government.
Section II: Coordination of all official meetings and activities must be approved by the Director of SPAR prior to any meeting or activity.
Section III: The Student Government is financially supported through the SPAR budget, and all business transacted on behalf of the Student government must adhere to official DCCCD policies and regulations.

 

BY-LAWS

Article I – Name
Section I:  The name of the organization shall be the Eastfield College Student Government.
Article II – Purpose
  The purpose of the Student Government is specified in the Student Government Constitution.
Article III – Members
Membership qualifications and service are specified in the Student Government Constitution. 
Section I: Members must serve on at least one committee, and actively participate in the committee.
Section II: Members must participate in at least two Student Government projects per semester. 
Section III: Members who do not help with at least two projects will be presented to the Student Government membership for a vote of whether or not continued membership is allowed, or the person is expelled from membership.
Article IV – Officers
  The officer postions, elections, and duties are specified in the Student Government Constitution.
Article V – Member Vacancies
Section I: Should a vacancy occur among the membership, the postion may be filled according to the rules of qualified membership specified in the Student Government Constitution.
Section II:  The Student Government may vote whether or not to fill any vacated position.
Section III:

Should the Student Government vote to replace a vacated position, new application forms will be required, and membership criteria shall be required as specified in the Student Government Constitution. 

If more than one qualified application is submitted for each vacated position, the position will be filled according to a “first come, first served basis”, meaning that the first qualified applicant to submit the completed application packet, will be selected to serve in the vacated position.

The SPAR director and executive committee will be responsible for verifying application criteria and submission dates and times.

Article VI– Meetings
Section I: Members who miss more than one regular and one funding meeting shall be presented to the Student Government membership for consideration of continued membership in Student Government.  A simple majority vote shall determine if the individual member be allowed to continue membership or expulsion from the Student Government.
Section II: Meeting dates and times are specified in the Student Government Constitution, and all members are required to attend each official meeting.
Section III: “Roberts Rules of Order” shall be the official rule book by the Student Government operates.
Article VII – Standing Committees
Section I: Standing committees consist of a chair, co-chair and members.
Section II: Chairs and co-chairs shall be limited to their respective positions for one committee only.
Section III: Standing committees must meet at least once a month.
Section IV:  Committee members can miss only one meeting per semester.  Should a member miss more than one meeting, the vice-president will bring the issue before the Student Government for a vote of continued membership in the Student Government.
Section V: Standing Committees shall be:
Faciltieis Committee, Academics Committee, Student Services Committee, Public Relations Committee, and Bookstore/Food Service Committee
